RURAL AND TRIBAL Assistance PILOT Program

 

About:

The Rural and Tribal Assistance Pilot Program will provide early-stage development assistance for rural and tribal infrastructure projects reasonably expected to be eligible for USDOT credit and grant programs. The RTAPP will award grants for either the hiring of staff or procurement of expert firms to provide financial, technical, and legal assistance; assistance with development-phase activities; and information regarding innovative financing best practices and case studies.

 

Fiscal Year (FY) 2023  Notice of Funding Opportunity:

The U.S. Department of Transportation published a Notice of Funding Opportunity (NOFO) for $3.4 million in grant funding through the RTAPP discretionary grant program on June 15, 2023. The application period opens on 08/14/23.

 

Important Details:

 

Eligible Applicants

  • Local gov’t or political subdivision located outside of an urbanized area (<150,000)

  • State seeking to advance project located outside of an urbanized area

  • Federally-recognized Tribe

  • Department of Hawaiian Home Lands

 

Eligible Projects

  • Financial Services (e.g. revenue forecasting, economic assessments)

  • Technical Services (e.g. project planning, feasibility studies)

  • Legal Services (e.g. statutory/regulatory framework analysis, drafting/negotiation of concession agreements)

 

Application Criteria

  • Appropriateness of Services Requested

  • Viability of Grant Funds Requested

 

 

 

 

Funding

  • $3.4M for FY2023 (combination of FY22 and FY23 funds)

  • Awards expected to range from $150,000 up to statutory limit of:

    • $320,000 for FY22

    • $360,000 for FY23

  • No local funding match required
