Nationally Significant Federal Lands and Tribal Projects (NSFLTP) Program

 

About:

The Nationally Significant Federal Lands and Tribal Projects (NSFLTP) Program provides funding for the construction, reconstruction, and rehabilitation of nationally significant projects within, adjacent to, or accessing Federal and Tribal lands. This program provides an opportunity to address significant challenges across the nation for transportation facilities that serve Federal and Tribal lands.


Fiscal Year (FY) 2023 Notice of Funding Opportunity:
The U.S. Department of Transportation published a Notice of Funding Opportunity (NOFO) for $88.3 million in grant funding through the Safe Streets 4 All discretionary grant program on July 6, 2023.

 

Important Details:

 

Eligible Applicants

  • Entities eligible to receive funds under:

    • Federal Lands Access Program

    • Federal Lands Transportation Program

    • Tribal Transportation Program

    • Federal Lands Planning Program

  • State, county, MPO, public authority, public subdivision of state/local gov’t or unit of local gov’t may apply only if sponsored by an eligible FLMA or federally recognized Tribe.

 

Eligibility Criteria

  • Single continuous project
  • Meets 1 of following definitions:
    • Federal lands transportation facility – public highway, road, bridge, trail, or transit system that is located on, is adjacent to, or provides access to Federal lands for which title and maintenance responsibility is vested in the Federal Gov’t
    • Federal lands access transportation facility – public highway, road, bridge, trail, or transit system that is located on, is adjacent to, or provides access to Federal lands for which title and maintenance responsibility is vested in a State, county, town, township, Tribal, municipal, or local gov’t.
    • Tribal transportation facility – public highway, road, bridge, trail, or transit system that is located on or provide access to Tribal land
  • Demonstrates completion of all activities required under NEPA
  • Construction costs exceeding $12,500,000
  • Only use NSFLTP funds for construction, reconstruction, or rehabilitation of transportation facilities

 

Review Criteria

  • Furthers goals of USDOT

  • Improves condition of critical transportation facilities, including multimodal facilities

  • Needs construction, reconstruction, or rehabilitation

  • Cost sharing (preference given to projects with increased non-NSFLTP cost share)

  • Including in or eligible for inclusion in the National Register of Historic Places

  • Uses technologies and innovations that enhance the efficiency of the project

  • Is supported by funds, other than NSFLTP funds, to construct, maintain, and operate the facility

  • Spans multiple states

  • Serves land owned by multiple Federal Agencies or Tribes

Funding

  • $88.3M for FY2023
  • Cost Sharing and Matching
    • Tribal transportation facilities – 100% federal share max
    • All other facilities – 90% federal share max

  • 9/6/2023 - Applications due

 

Additional info

  • Applications must be submitted via grants.gov

    • Applicants new to grants.gov are recommended to begin the registration process well in advance of the deadline as it can take several weeks to complete.
