The Infrastructure for Rebuilding America (INFRA) Discretionary Grant Program advances USDOT’s priorities of rebuilding America’s infrastructure and creating jobs by funding highway and rail projects of regional and national economic significance that position America to win the 21st Century. 

 

Fiscal Year (FY) 2024 Notice of Funding Opportunity:

The U.S. Department of Transportation published a Notice of Funding Opportunity (NOFO) for $2.7 billion in grant funding through the INFRA discretionary grant program on March 25, 2024.

 

 Important NOFO details: 

 

Eligible Applicants

  • State DOT

  • MPO

  • Local Gov’t

  • Public Authority 

  • Federally-Recognized Tribes 

 

Eligible Projects

  • Highway, bridge or freight project on the National Multimodal Freight Network (NMFN) 

  • Highway freight project on the National Highway Freight Network (NHFN) 

  • Highway/bridge project on the National Highway System (NHS) 

    • Freight Projects:

      • Intermodal or rail 

      • Within the boundaries of a public or private freight rail, water (including ports) or intermodal facility 

         

  • Highway-railway grade crossing or grade separation project 

  • Wildlife crossing project 

  • Surface transportation project within the boundaries of or functionally connected to an international border crossing area 

  • Project for a marine highway corridor that is functionally connected to the NHFN and is likely to reduce road mobile source emissions

Funding

  • $2.7B for 2024

  • Large project:

    • Minimum size = lesser of $100M or 30% of state’s Fed-aid apportionment

    • Minimum award = $25M

  • Small project:

    • Evaluated on cost effectiveness and effect on mobility in state/region

    • Minimum award = $5M

  • Fed Share cannot exceed 80% of eligible project cost
