About:

The National Infrastructure Project Assistance (MEGA) program was created in the BIL to fund major projects that are too large or complex for traditional funding programs. The program will provide grants on a competitive basis to support multijurisdictional or regional projects of significance that may also cut across multiple modes of transportation.

 

Fiscal Year (FY) 2024 Notice of Funding Opportunity:

The U.S. Department of Transportation published a Notice of Funding Opportunity (NOFO) for $1.7 billion in grant funding through the MEGA discretionary grant program on March 25, 2024.

Eligible Applicants 

  • State DOT

  • MPO

  • Local Gov’t

  • Public Authority

  • Federally-Recognized Tribes

  • Partnership b/w Amtrak and other entity

 

Eligible Projects

  • Highway/bridge project on the National Multimodal Freight Network

  • Highway/bridge project on the National Highway Freight Network

  • Highway/bridge project on the National Highway System

  • Freight intermodal or freight rail project that provides public benefit

  • Railway highway grade separation or elimination project

  • Intercity passenger rail project

  • Public transportation project that is eligible under assistance under Chapter 53 of Title 49

Funding

  • $1.7B for FY2024

  • Project Size

    • 50% of funds reserved for projects greater than $500 million in cost

    • 50% of funds reserved for projects from $100 million - $500 million in cost

  • Award amount cannot exceed 60% of eligible project costs

  • Fed Share max cannot exceed 80% of eligible projects costs
