Low or No Emissions Program

 

About:

Low or No Emission Vehicle Program funds will be awarded competitively to assist in the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supported facilities.

 

Fiscal Year (FY) 2024 Notice of Funding Opportunity:

The U.S. Department of Transportation published a Notice of Funding Opportunity (NOFO) for $1.10 billion in grant funding through the Low or No Emission Vehicle discretionary grant program on February 8, 2024.

 

Eligible Applicants

  • Designated recipients that allocate funds to fixed route operators

  • State and local gov’t entities that operate fixed route bus service

  • Tribes

 

Eligible Projects

  • Purchasing or leasing low or no emission buses

  • Acquiring low or no emission buses with a leased power source

  • Constructing or leasing facilities and related equipment for low or no emission buses

  • Constructing new public transportation facilities to accommodate low or no emission buses

  • Rehabilitating or improving existing public transportation facilities to accommodate low or no emission buses

 

Program Objectives

  • Reduce Harmful Emissions

  • Reduce Direct Carbon Emissions

Funding

  • $1.10B for FY2024

  • Max Fed share for purchasing/leasing buses is 85% of net project cost

  • Max Fed share for acquiring/installing/constructing equipment is 90% of net project cost

 

Deadlines

  • 04/25/24 - Applications due

  • Funds available for obligation for 3 fiscal years after the FY of the award
