Part of the NDOT's five-year business plan is to modernize systems. A key component of this is the implementation of digital project delivery (DPD).
The NDOT's DPD program integrates digital data, such as 2D and 3D models, linework, geospatial data and other digital data exchanges, at every stage of a project to support the project stakeholders’ levels of information need. This approach ensures stakeholders have the information they need when they need it. The digital information created, updated and collected during project development and delivery also supports long-term maintenance, operations and overall asset management, including future project planning.
Put simply, DPD is about sharing project information digitally through integrated, data-rich tools and processes. Currently, the NDOT uses many electronic resources, including PDF plans, scanned images and paperless forms. But the industry is moving rapidly toward a more advanced, collaborative digital project delivery framework and the NDOT is committed to staying at the forefront of industry trends within project design and construction to enhance efficiency and effectiveness.

Vision, Mission & Goals
Vision: For projects starting design in 2027, NDOT will have the capability to deliver construction projects using contractual digital models with limited reliance on traditional plan sets. At the same time, NDOT will begin piloting the collection and acceptance of digital as-builts to support long-term asset management.
Mission: Enable NDOT to use digital project delivery to modernize its construction program by creating the processes, standards, and guidelines for implementing 3D technology and increase the amount of directly consumable data for project stakeholders.
Goals: NDOT aims to advance its Digital Project Delivery initiative by:

Pilot Project
The NDOT has undertaken a pilot project to test digital delivery on a single asset deliverable project. This project allows the NDOT staff to experience digital project delivery first-hand and grasp the processes required to fulfill a roadway design and construction project using digital delivery. While this project is currently under construction, the NDOT is capturing lessons learned to lay the foundation for future projects and support future digital delivery advancements.
NDOT’s Digital Project Delivery Manager
Jon Starr serves as the NDOT’s Digital Project Delivery Manager, where he leads the development and implementation of the agency’s Digital Project Delivery Program. He coordinates with internal NDOT stakeholders, contractors and consultants, leveraging 3D models and digital workflows, as well as strategically managing data through the assets lifecycle to increase efficiency for NDOT’s processes.
