Responsible Charge (RC) 

A Responsible Charge is a full-time public employee acting as a responsible charge on a Federal-aid transportation project who has decision-making authority to assure project compliance with LPA Guidelines Manual for Federal-aid Projects and all applicable Federal and State rules and regulations.
