In March 2020, the NDOT-Highway Safety Office announced the availability of project grant contract applications for federal fiscal year 2021 projects. State and local government agencies and non-profit organizations that are targeting traffic fatality and injury crash prevention activity in any or all of the 23 priority counties listed will be given preferential consideration in grant award applications

 

NHTSA Buy America Act Requirement 

Each item purchased with federal funds MUST meet the following:

The Buy America Act, 23 U.S.C. § 313, prohibits States from using highway grant funds under 23 U.S.C. Chapter 4 to purchase products, unless they are produced in the United States.


The National Highway Traffic Safety Administration (NHTSA) published the Buy America Act public interest waiver effective July 30, 2015, (Federal Register Vol. 80, No. 125, published June 30, 2015). This waiver allows the purchase of any manufactured product with a purchase price of $5,000 or less, excluding a motor vehicle when the product is purchased using Federal grant funds. However, no promotional items, such as key chains, etc. are allowed. Check with NDOT-HSO before ordering.

Fiscal Year 2025 Priority Counties

Projects or activities considered for funding assistance are aimed at reducing fatal and serious injury crashes within the traffic safety areas of impared, occupant protection, youth, and speed. Through crash data analysis, 24 counties and their communities have been identified as “Priority Counties” for fiscal year 2025 funding.  Data for State and Counties for 2016 thru 2020 can be found in the Traffic Records Data on the main grants page.

 

Funding Period

Projects may be funded for up to one year beginning October 1 through September 30 (which corresponds with the federal fiscal year).

 

Project Grant Contract Application

Prior to completing a project grant contract application; every state, county, community, law enforcement agency, organization, 501c3 non-profit organizations, etc. eligible to apply and receive federal funding must read and comply with the guidelines of the "Grant Contract Proposal Guide and Policies and Procedures."

Deadline - applications must be received by the NDOT-HSO on or before March 30, 2024, for FY2025.

Applicants will be notified of project approval or denial no later than September 1, 2024, for FY2025.
