USDOT DBE/ACDBE Program - NDOT Update
In accordance with the October 3, 2025, DBE Interim Final Rule (IFR), NDOT has established a reevaluation process to review currently certified DBE/ACDBE firms to determine if they meet the new certification standards. The initial reevaluation process applies only to firms that were originally certified by NDOT. Following completion of the reevaluation process, NDOT will continue processing new and interstate certification applications in accordance with the updated federal requirements.
As part of the revised DBE regulations, NDOT will update its DBE Program Plan and establish a new overall DBE goal consistent with 49 CFR § 26.45. NDOT currently anticipates that it may begin establishing DBE contract goals in mid-to-late 2027. This timing may change as NDOT completes the necessary program updates and finalizes the revised program requirements.
NDOT will continue to provide additional information and updates as they become available.
