State Highway Commission Endorses Louisville's N-66 Plan

 

Safety, mobility, and quality of life are set to get an upgrade in Cass County under a Nebraska Department of Transportation (NDOT) plan that will improve infrastructure and traffic flow in and around Louisville.

 

On Oct. 20, 2025, the Nebraska State Highway Commission sent Gov. Jim Pillen a resolution in support of the location and design of NDOT’s proposed Nebraska Highway 66 (N-66) project. The governor has since signed the resolution, marking a key step in the process.

 

“The Highway 66 connection has been a highly anticipated project for more than 20 years, and our citizens are excited for a solution to our community’s unique issue,” said Rod Petersen, Louisville mayor.

 

“This connection will clear our residential streets of through-traffic, making it safer for visitors and citizens. I’m very grateful for all those who have worked on this project over the years, especially NDOT team members and Senator Rob Clements.”

 

The N-66 project is in final design and addresses a long-standing transportation concern by connecting a currently segmented section of N-66 in Louisville. Once this work is complete, drivers will experience quicker, smoother travel and will see safer traffic flow.

 

A Step Forward for Louisville

 

State Sen. Rob Clements (Legislative District 2), who represents Louisville and all of Cass County, has played a key role in advancing this project. As chair of the Legislature’s Appropriations Committee, he has also helped ensure continued investment in Nebraska’s transportation system, particularly in rural and growing communities.

 

“Efficient and convenient transportation is the key to connecting our communities and sustaining the state’s economy,” Sen. Clements said. “I’m grateful to NDOT and the Highway Commission for their commitment to the Louisville project and for working with me over the last nine years to move this project forward.”

 

The project area extends from the intersection of N-66 and Nebraska Highway 50 (N-50), and 5th St. on the west side of Louisville to the intersection of N-66 and Maple St. on the east. NDOT plans to build a new stretch of roadway and a bridge over Mill Creek.

 

The result will be a more direct, continuous connection for drivers, with less traffic along narrow downtown streets – meaning safer walking and biking areas.

“We are grateful for the connection and simplification of the highway system through our community,” said City of Louisville Public Works Director Joel Jones.

 

Other proposed improvements include upgraded intersections and turn lanes to reduce congestion and safer navigation. The project includes changes involving railroad crossings — something NDOT has worked carefully with local partners to address. The plan calls for closing some existing crossings to improve safety and reduce delays.

 

Foundation for Future Growth

 

For NDOT, the N-66 project is part of a broader commitment to preserving and modernizing Nebraska’s infrastructure and transportation network, while also supporting growing communities and the economy. Cass County, which is part of the Omaha Metropolitan Area, is among the state’s fastest growing counties.

 

Before construction begins, NDOT will continue to coordinate with federal and local agencies to ensure the project meets all requirements – and that community input is considered throughout the process. Public engagement will remain a key part of NDOT’s approach.

 

“We’re excited to move this project one step closer to reality,” NDOT Director Vicki Kramer said. “This is about supporting long-term growth and quality of life.
