About Us

 

The Nebraska Department of Transportation (NDOT), Division of Aeronautics, fosters a safe, efficient, and environmentally conscious aviation system to enhance the state’s economy and quality of life. With roots dating back to 1933, when the Nebraska Legislature passed LB30 to establish the Nebraska Aeronautics Act, our division has a proud history of supporting aviation.

 

The Nebraska Aeronautics Commission was created to guide aviation development across the state. In 1945, it became a standalone agency, and in 2017, the Department of Aeronautics merged with the Department of Roads to form NDOT. 

 

Guided by the Nebraska Aviation System Plan, we continue our mission to develop and sustain a safe, viable, and modern aviation network for Nebraska.

 

Our Work

The Division of Aeronautics supports Nebraska’s 78 public-use airports and serves as a resource for aviation-related matters. The division comprises the director, deputy director/legal counsel, and four sections:

  • Accounting and Support: Manages operational services and supports the Nebraska Aeronautics Commission.

  • Engineering: Plans, designs, and oversees airport infrastructure projects to meet the state’s evolving aviation needs.

  • Flight Operations: Operates and maintains state-owned aircraft, provides safe air transportation for state government, and supports aviation education and outreach.

  • Navigational Aids: Maintains and upgrades navigational systems and technology, ensuring safe and efficient navigation across Nebraska’s airspace.

State-Owned Airfields

The division manages three state-owned airfields:

  • Fairmont State Airfield (Fairmont, NE)

  • Harvard State Airfield (Harvard, NE)

  • Scribner State Airfield (Scribner, NE)

Acquired as surplus property after World War II, these airfields support local and regional aviation needs, economic development, and emergency response . The division also oversees land at the former Bruning State Airfield, closed in 1976.

Nebraska has 78 public-use airports. This includes nine airports with commercial service and 69 general aviation airports, including one seaplane base.

Nebraska Aeronautics Commission

 

The Commission is made up of five members appointed by the Governor. These individuals are Nebraska residents with a passion or background in aviation. Commissioners serve until their successors are appointed and qualified. If a vacancy arises mid-term, the new appointment covers the remaining term. Each December, the Commission selects a chairperson for the upcoming year.

 

Meet Our Commissioners

The Nebraska Aeronautics Commission is made up of five dedicated members appointed by the Governor. Each commissioner brings unique expertise and a shared commitment to aviation in Nebraska.

Roles and Responsibilities

Under Nebraska Revised Statutes Section 3-104, the Aeronautics Commission oversees critical aspects of aviation in Nebraska. Its primary duties include:

 

  • Allocating Funds: Distributing state funds and approving the use of federal funds for airport construction and maintenance projects.

  • Airport Oversight: Designating locations and approving sites for airports.

  • Aircraft Procurement: Arranging and authorizing the purchase of aircraft for state use.

  • Pilot Selection: Selecting and approving pilots for employment by state agencies.

  • Policy Support: Assisting the Director in creating regulations and policies under the State Aeronautics Act.

Together, the Commission ensures that Nebraska's aviation system remains safe, efficient, and forward-thinking.

 

Meetings and Public Engagement
The Commission meets regularly at the Department’s office, though meetings may also take place in other locations to better serve the public or reduce costs. All meetings are open to the public and conducted in line with the Open Meetings Act, offering Nebraskans a platform to share their thoughts on aviation projects and policies. Accounting & Support

 

The Accounting and Support Section, with the direction of the Director and Deputy Director/Legal Counsel, provides essential operational services and support to the agency as a whole, as well as to the Nebraska Aeronautics Commission. The Division is responsible for:

  • Office and personnel management;

  • Procurement, budget, and finance management;

  • Legal support;

  • Accounting services and support, including payroll and billing;

  • Fixed asset management;

  • Legislative coordination;

  • Public outreach and relations;

  • Administrative rule coordination; and

  • Policy direction and implementation.

  

 

 

 

   

In May, Gov. Jim Pillen celebrated Nebraska's aviation industry by proclaiming it General Aviation Month. Nebraska aviation supports our economy by $8.6B and provides 90,000 jobs. Nebraska is home to 1,951 aircraft, 4,639 pilots, 78 public-use airports, and 164 private-use airfields.

   

  

Engineering

 

The Engineering Section is dedicated to the safe, sustainable development of Nebraska’s public-use airports and aviation infrastructure. From strategic planning to construction oversight, this team manages airport improvements to ensure the state's aviation system remains strong, resilient, and future-ready.

 

The section operates as a unified team, seamlessly integrating planning and project management functions to sustain and enhance Nebraska’s statewide aviation network. Their responsibilities include:

    • Agency Representation: Acting as agents for airport sponsors to facilitate compliance with state and federal regulations.

    • Airport Outreach and Support: Providing airport sponsors and managers with timely reminders, detailed instructions, and clarifications on airport management and operations through educational materials, monthly Nebraska Airport Reminder flyers, check-ins, and responsive support.

    • Building Permits: Issuing permits for structures exceeding 150 feet in height.

    • Capital Improvement Planning: Coordinating with 78 airport sponsors to develop comprehensive 20-year plans.

    • Consultant Selection: Assisting airport sponsors with consultant procurement.

    • DBE Program Administration: Supporting public-use airport inclusion initiatives.

    • Environmental Compliance: Conducting assessments to ensure compliance with the National Environmental Policy Act (NEPA).

    • Fiscal Oversight: Reviewing airport improvements for fiscal responsibility and value.

    • Grant Management: Processing federal and state grant payments in conjunction with the Accounting and Support Section.

    • Land Acquisition Coordination: Coordinating and reviewing land purchase projects for airports.

    • Loan Programs: Administering state hangar and fuel loan programs.

    • Meteorological Evaluation Tower Monitoring: Maintaining a searchable database of tower locations.

    • Pavement Inspection and Evaluation: Conducting Pavement Condition Index (PCI) inspections and preparing pavement preservation/maintenance plans as required by federal agreements.

    • Pavement Preservation Program: Administering this program for the preservation of existing airport pavements.

    • Safety and Compliance Inspections: Identifying and addressing discrepancies with safety and licensing standards.

    • Zoning and Hazard Area Reviews: Preparing and reviewing zoning documents for airport hazard areas.

This program ensures that the state’s investment in airport infrastructure is protected while enhancing overall safety and performance.

 

Agency Agreements

Many of the services provided by the Engineering Section are delivered through contractual Agency Agreements, ensuring compliance with Nebraska state laws (Sections 3-124 and 3-329). These agreements enable public-use airports to benefit from expert guidance and support in maintaining and improving their facilities.

Flight Operations

 

The Flight Operations Section provides expert oversight and management of Nebraska’s state-owned aircraft, ensuring the highest standards of safety, reliability, and operational excellence.  The Chief of Operations and his team coordinate air transportation for state agencies and supports a variety of aviation-related initiatives, fostering engagement within Nebraska’s aviation community.

 

This section is responsible for:

  • Operating and managing state owned aircraft;

  • Renting and chartering aircraft for state use;

  • Publishing the State Airport Directory and monthly PIREPS newsletter;

  • Participating in community programs, including the annual American Legion Cornhusker Boys’ State and American Legion Auxiliary Cornhusker Girls’ State;

  • Organizing Nebraska entries of the annual International Aviation Art Contest, including state-level judging;

  • Engaging youth through career fairs and outreach events.

State agencies, including the University of Nebraska, state colleges, and various boards and commissions, have exclusive access to this air transportation service for official travel.
