NDOT Flagger Certification

This online course provides NDOT Flagger Certification valid for two years and establishes eligibility to work on NDOT-administered projects. Upon completion, participants will be able to identify temporary traffic control (TTC) zones, recognize basic traffic control devices, and help protect both workers and the traveling public.

NDOT employees should coordinate with their supervisor before enrolling in this course to confirm certification requirements. We recommend taking notes while viewing the training videos, as video modules will not be accessible once the certification exam has begun.

Certification Documentation Requirements

NDOT-certified flaggers are required to carry proof of certification while performing flagging duties.

You may either:

  • Print your certificate at 25% scale for a wallet-sized copy, or
  • Save a digital copy or screenshot on your mobile device to present to an NDOT inspector if needed.

Instructor Authorization (Contractors)

Contractors who wish to administer flagger certification in a classroom setting must request instructor authorization by emailing:

NDOT.Const-Flagger-ATCMAdmin@nebraska.gov

Please include:

  • Instructor name
  • Company name
  • A copy of the instructor’s current flagger certification card

Instructors must have successfully completed the NDOT Flagger Certification exam to be eligible for authorization.

Certification Process Overview

Becoming a certified flagger in Nebraska requires completing an approved work zone traffic control or flagger training course.

The Nebraska Department of Transportation (NDOT) oversees certification requirements and works in partnership with the Nebraska Local Technical Assistance Program (LTAP) and other approved safety training providers.

To become certified:

  • Complete an approved training course (online or in-person through LTAP, the National Safety Council, or ATSSA)
  • Pass the certification exam with a score of 80% or higher
  • Receive your certification card upon completion
  • Carry proof of certification while actively flagging
  • Renew certification every two years through refresher training

Certification Records

If you complete training through an approved provider, your certification will be recorded in the official database of NDOT flagger certifications. Once a participant completes an approved course, their certification status is recorded in the system.

NDOT Construction staff approve authorized instructors and notify LTAP of updates. LTAP manages the certification database and assists contractors and agencies with verification and training questions. Search the database for a certified flagger.
