The Nebraska Local Technical Assistance Program (LTAP), managed by the Nebraska Department of Transportation (NDOT), provides training, technical assistance, and technology transfer to transportation professionals across Nebraska. NDOT serves as the primary funding source for Nebraska LTAP, supported by course fees and partnerships with industry organizations, local agencies, and transportation stakeholders.

The History of National LTAP

  

The National Local Technical Assistance Program (NLTAPA) was established by the Federal Highway Administration (FHWA) in 1982 as the Rural Technical Assistance Program (RTAP), a nationwide effort to help local agencies improve roads, bridges, and transportation systems through training, technical assistance, and technology transfer. Originally known as Technology Transfer (T²) Centers, LTAP centers were created to connect local transportation professionals with practical solutions, emerging technologies, and industry best practices.

  

The program expanded through the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 to serve all local governments and Tribal communities nationwide. Today, the LTAP/TTAP network includes centers in every state, Puerto Rico, and Tribal regions across the country.

Nebraska is an Early Adopter

  

Nebraska joined the national network in 1985 with the creation of the Nebraska Technology Transfer Center at the University of Nebraska–Lincoln, making it one of the earlier LTAP centers established across the country. Since then, the program has supported Nebraska's counties, cities, villages, and transportation professionals through workforce development, technical resources, and peer-to-peer learning opportunities.

  

Today, Nebraska LTAP continues that mission through the Nebraska Department of Transportation, helping local agencies improve safety, preserve infrastructure, and build a skilled transportation workforce.

The LTAP Advisory Board members work with LTAP staff to help develop the annual work plan and guide program priorities.

 

Board members represent a broad cross-section of transportation partners, including:

  • Federal, state and local government agencies
  • Consultants and contractors
  • Professional organizations
  • Higher education and academia

 

The Board provides valuable insight by:

  • Identifying knowledge and skill gaps across the transportation industry
  • Brainstorming opportunities and solutions to address emerging issues
  • Providing LTAP staff access to subject matter expertise across transportation systems and operations
