Digitizing Construction with Digital Project Delivery
NDOT is modernizing systems as part of its five-year business plan. A key component is implementing Digital Project Delivery to enhance the efficiency, accuracy, and sustainability of infrastructure projects.
NDOT defines Digital Project Delivery as the process in which digital data, such as 2D and 3D models and other digital data exchanges, are used directly throughout the project development and delivery to support the project stakeholders’ levels of information need. Ultimately, the digital information created, updated, and collected during project development and delivery will be used to support maintenance, operations, and overall asset management, including future project planning.
Put simply, digital delivery is about sharing project information digitally. Currently, NDOT uses electronic information, like PDF plans, images, and paperless forms. Digital information is 2D and 3D models, linework, geospatial data, and more. This is an area that’s evolving and may change. The industry is moving towards a digital project delivery framework, and it’s important NDOT stays ahead of trends within project design and construction.

Jon Starr
Digital Project Delivery Manager

Jon Starr is NDOT’s first Digital Project Delivery Manager. In his role, Jon is responsible for developing and overseeing the Digital Project Delivery Program by coordinating with internal NDOT stakeholders, contractors and consultants, leveraging 3D models and digital workflows, as well as strategically managing data through the assets lifecycle to increase efficiency for NDOT’s processes.
Prior to stepping into this role, Jon served as the Engineering Technology and Unmanned Aircraft Systems (UAS) Program Leader at NDOT for five years. Overall, Jon has served at NDOT for more than 30 years in road design, project management, technology development and leadership.

Vision, Mission, & Goals
Any initiative undertaken by NDOT has a defined vision, mission and goals.
Vision: For projects starting design in 2027, NDOT will have the ability to deliver construction projects using contractual models with limited plans and start piloting the collection and acceptance of digital as-builts.
Mission: Enable NDOT to use digital project delivery to modernize its construction program by creating the processes, standards, and guidelines for implementing 3D technology and increase the amount of directly consumable data for project stakeholders.
Goals: To that end, NDOT intends to modernize its construction program through digital project delivery by:

Establishing a short and long-term organizational structure and governance approach

Creating detailed action plans to develop the processes, standards, and guidelines for implementing 3D technology

Increasing the amount of directly consumable data for project stakeholders

Implementing 3D technology and digital models for use in design and construction

Advancing the use of accessible digital processes and tools and lifecycle data

Creating as-built records that accurately represent the as-constructed and accepted field conditions, and incorporate 2D and 3D models, asset attribution, and metadata for priority assets

Developing a sustainable digital project delivery system for future technologies
Implementation Process
There is a three-step strategic approach to successfully implement Digital Project Delivery, beginning with assessing current capabilities, followed by developing a multi-year roadmap of activities and then implementing pilot projects. A variety of stakeholders have been and will continue to be engaged during planning and implementation, including NDOT leaders, consultants, utility companies, and contractors.
NDOT has completed the initial capabilities assessment and is beginning to execute the multi-year roadmap toward digital delivery. The roadmap will be continuously updated as we navigate through implementation and continue to learn more.

Pilot Project
NDOT has undertaken a pilot project to test digital delivery on a single asset deliverable project. This project allows NDOT staff to experience digital project delivery first-hand and grasp the processes required to fulfill a roadway design and construction project using digital delivery. While this project is currently under construction, NDOT is capturing lessons learned to lay the foundation for future projects and support future digital delivery advancements.
